What’s the best, cheap, digital camera for taking pictures of people? Portraits, close-ups, etc?

I have a Fujifilm S700 Finepix digital camera. And it takes amazing pictures of scenery, night time, and a few other things. But it has a few downfalls. Fireworks. Terrible. Just terrible. Concerts. I can never get a good shot of a band, or anything. It’s always blurred, and fuzzy. Really bad stuff. And. People. It’s not very good at capturing a picture of a person, and that’s what I want to do most. Portraits, and people, and such.
I see people with little Canon digital cameras.
Taking absolutely gorgeous pictures of things that my 46mm lensed camera completely wrecks.
So.
What’s my best bet for a great, cheap, digital camera that takes great portraits, or pictures of people?
I bought my wife a Canon A1000IS which is a 10mp camera for under $150. Visit Canon Digital Cameras and you will find some very good prices on Canon cameras.
